​As IT is an important enabler for the sharing of information across settings to better support care and outcome monitoring, there is a need for GP Clinics to achieve a minimum level of digitalisation for participation in Healthier SG (HSG) and contribution of data to the National Electronic Health Records (NEHR). 

The GP IT Enablement Grant is a one-time grant to support GP Clinics in adopting a Clinic Management System (CMS) under the CMS Tiering Framework for Primary Care for data contribution to HSG and NEHR.  Please refer here for the list of published CMSes.

Who can apply?

All GP clinics offering primary care services with a valid general medical license under the Private Hospitals & Medical Clinics Act (PHMCA)*, or an outpatient medical service license, including those with remote service delivery under the Healthcare Services Act (HCSA)^ are eligible to apply.

* Excludes pure aesthetics clinics, health screening providers and renal dialysis centres.

^ Excludes pure specialist medical clinics.


GP Clinics can apply for either of the two Grant packages below, depending on their participation in HSG and state of digitalisation.

Eligibility Criteria

Disbursement Criteria

1. Healthier SG data contribution

  • Perform transactions for Resident Enrolment using a Tier 1 CMS for any three months in the monitoring period1 AND
  • Submit data for Health Plan or Care Reporting using a Tier 1 CMS for any three months during the monitoring period1

2. NEHR quality data contribution

  • Submit relevant data types2 that meet quality data criteria for three consecutive months during the monitoring period1

1. Adoption of a Tier 1 or Tier 2 CMS

  • Demonstrate that the adoption of a Tier 1 or Tier 2 CMS occurred after letter of award acceptance

2. NEHR quality data contribution

  • Submit relevant data types2 that meet quality data criteria for three consecutive months during the monitoring period1



1 This is the CMS monitoring period of 6 months that the GP clinic shall indicate in the grant application. 

2 NEHR relevant data types include Patient Demographics, Admission and Visit History, Discharge Summaries, Laboratory Test Results, Radiology Results, Medication History, History of Surgeries or Procedures, Immunisation and Allergy, where applicable.


Grant Monitoring

GPs shall indicate their 6-month CMS monitoring period in the application. For ease of tracking, the Project Start Date must fall on the first day of the monitoring month (e.g. 1st August 2023) and not be later than 1st August 2024. The Project End Date should be the last day of the sixth monitoring month (e.g. 31st Dec 2023). 

All relevant data contribution through the CMS will be monitored by IHiS, and subsequently reported to AIC. GPs will not be required to conduct any active monitoring through their CMS or submit reports. AIC will notify GP clinics on the fulfilment outcome of the disbursement criteria at the end of the monitoring period.  AIC will process a one-time payment to the GP clinic after the disbursement criteria for the approved package is met.

GP Clinics may submit an application from 1st July 2023 to 30th June 2024 via the OurSG Grants (OSG) Portal.

Grant Eligibility

What is the GP IT Enablement Grant?

The GP IT Enablement Grant is a one-time grant to support GPs to adopt or upgrade to a CMS under the CMS Tiering Framework for Primary Care, and to contribute data to Healthier SG and the National Electronic Health Record (NEHR).​

My clinic uses pen-and-paper for clinic operations and medical records, am I eligible for the GP IT Enablement Grant?

Yes, your clinic will be eligible to apply for the GP IT Enablement Grant, with a valid PHMCA or HCSA license. GP clinics that plan to adopt or upgrade their CMS, can select either (Healthier SG) Package 1 or (Non-Healthier SG) Package 2, depending on their intention to participate in Healthier SG. GP clinics will receive the respective funding amount for the awarded package, upon fulfilling the stipulated grant criteria. 

I am a telemedicine provider. Am I eligible?

Yes, telemedicine providers with valid licenses are eligible to apply for the GP IT Enablement Grant.


What is the disbursement criteria for the GP IT Enablement Grant?

GP Clinics on (Healthier SG) Package 1 need to fulfil the following within the 6-month monitoring period:

  • Adoption of a Tier 1* CMS (Healthier SG-compatible) and contribution of Healthier SG data

  • ​Contribution of quality data to NEHR

​GP Clinics on (non-Healthier SG) Package 2 need to fulfil the following within the 6-month monitoring period:

  • Adoption of a Tier 2* CMS at the minimum

  • ​Contribution of quality data to NEHR

​How will I know if my CMS is Healthier SG-compatible?

You may refer to the CMS Tiering Framework for Primary Care to check if your CMS is Healthier SG-compatible. 

What if the CMS that I wish to adopt is not on the CMS Tiering Framework published by MOH/
IHIS?

GP clinics will need to adopt a CMS under the CMS Tiering Framework for Primary Care to be eligible to apply for the grant. For example, to be eligible for Package 1, the clinic will need to adopt or already be on a Tier 1 CMS.  

I have already been on a Healthier SG-compatible CMS prior to the launch of Healthier SG. Am I eligible for the GP IT Enablement Grant?

Yes, your clinic will be eligible to apply for (Healthier SG) Package 1 as long as you have a valid PHMCA or HCSA license. (Non-Healthier SG) Package 2 will not be applicable to GP Clinics that have already adopted a CMS under the CMS Tiering Framework​ prior to grant application. 

What are the differences between Package 1 and Package 2?

GP clinics can select between the packages, depending on their intention to participate in Healthier SG.

Package 1 supports Healthier SG clinics who have adopted a Tier 1 (Healthier SG-compatible) CMS, are utilising Healthier SG functionalities and are contributing quality data to NEHR.

Package 2 supports non-Healthier SG clinics that are on pen and paper, or a non-Tier 1/Tier 2 CMS, to adopt or upgrade to a Tier 2 CMS* at the minimum and contribute quality data to NEHR.

My clinic applied for the Early Contribution Incentive (ECI). Can I still apply for GP IT Enablement grant?

The ECI is a one-time funding support scheme for GP clinics to help defray the cost of upgrading and/or integrating the IT system with the NEHR for data contribution. GP clinics will be reimbursed upon contribution of all relevant data types and submit quality data to NEHR for a consecutive period of three months over a six-month period. The ECI application window for GP clinics will close on 30 Jun 2023.

Healthier SG clinics that are using or adopting a Tier 1 (Healthier SG-compatible CMS) will be eligible to apply for GP IT Enablement Package 1, even if they have already applied for ECI.

Non-Healthier SG clinics that have already applied for ECI and adopted/upgraded their CMS before the GP IT Enablement application will not be eligible to apply for GP IT Enablement Package 2, as they are required to demonstrate the CMS adoption/upgrade only after LOA acceptance.

The application window for the GP IT Enablement grant will open on 1 July 2023.


We are operating a group of clinics. Will each clinic branch under the group be eligible for the GP IT Enablement grant?

Yes, however each clinic branch will need to submit its own application and also fulfil the disbursement criteria individually.


I've applied for Package 2. However, I would like to switch to Package 1 and participate in Healthier SG. What should I do?

Please contact your AIC account manager for any change requests. Your clinic may be allowed to formally submit a change request and restart the project period to include Healthier SG contribution monitoring, subject to approval by AIC/MOH.


Grant Disbursement and Monitoring Period

How will I know if my clinic has fulfilled the disbursement criteria, and how do I submit a claim?

All relevant data contribution through the CMS will be monitored by IHiS, and subsequently reported to AIC. GP clinics will not be required to conduct any active monitoring through their CMS or submit reports. AIC will notify GP Clinics on the fulfilment outcome of the disbursement criteria at the end of the monitoring period. AIC will process and perform one-time payment to the GP clinic after the disbursement criteria for the approved package is met. ​

I wish to suspend/change the grant monitoring period due to operational issues. What should I do?

Please contact your AIC account manager for any change requests. Your clinic may be allowed to formally submit a change request and restart the project period, subject to approval by AIC/MOH.


I was informed that my clinic did not meet the disbursement criteria. Can I submit an appeal?

I wish to switch my CMS vendor. What should I do?

Please contact your AIC account manager for any change requests. Your clinic may be allowed to formally submit a change request and restart the project period, subject to approval by AIC/MOH.


My clinic applied for both ECI and the GP IT Enablement Grant. How will the NEHR quality data contribution be measured for both grants?

Clinics that have previously applied for the  ECI should indicate this in their GP IT Enablement Grant application, so that the relevant AIC and IHiS teams can note the respective monitoring periods for NEHR quality data contribution. 

To qualify for disbursement, clinics need to contribute relevant NEHR data types and meet quality data criteria for three consecutive months during the respective monitoring periods for ECI and the GP IT Enablement Grant.


What if I do not have any patients during the demonstration
window?

Clinics need to fulfil the data contribution requirements for their approved package as listed in the Grant Table, to be eligible for disbursement. Clinics will not be eligible for disbursement, if they have no workload or data entry and are unable to meet data contribution requirements.​

How soon can the grant be paid? Can the grant be disbursed upfront?

AIC will  notify GP clinics on the fulfilment outcome of the disbursement criteria at the end of the monitoring period. AIC will process a one-time payment to the GP clinic after the disbursement criteria for the approved package is met. This process may take up to 4-5 weeks.


How will the grant be paid, and what will it cover?

GP clinics will receive the grant payout in one lump sum t​o the UEN that they used for grant application.  MOH does not restrict the utilisation specifically to offsetting the costs of CMS onboarding.​
